In January 2006, the Early Years Niagara Planning Council (EYNPC) submitted the Niagara Best Start Network Integrated Community Plan, outlining its intention to develop an integrated and comprehensive system of services for children and families in Niagara.  This met the Ministry of Children and Youth Services' Phase I Integrated Implementation Plan requirements for Best Start.
 
In August 2007, the EYNPC provided an update to this plan, outlining its progress in moving towards an integrated system of services and providing a framework for moving closer to the Best Start Vision of improved access to services for children and families.
